Direct Democracy

Power should rest with the people — not just once every few years, but continuously.

Reclaim Ireland believes Ireland must move beyond a system where citizens only have a voice at election time.

We support a system of real direct democracy, where the Irish people can actively shape laws, policies, and national decisions.

Restoring Direct Democracy in Ireland

We support the restoration of direct democratic mechanisms inspired by Article 48 of the 1922 Constitution — modernised for a practical, transparent, and accountable system today.

1. National Referendum by Popular Initiative

A defined number of registered voters (e.g. 75,000) should have the right to trigger a national referendum on:

  • Proposed legislation 
  • The amendment or repeal of existing laws 
  • Major questions of national policy or public interest

2. Constitutional Amendments by Citizens

Citizens should have the right to propose amendments to the Constitution through a structured public petition process.

All proposals would:

  • Be legally reviewed for clarity and consistency
  • Be put to the people for final decision

3. Mandatory Referendum Timeline

Once a valid petition threshold is reached:

  • A referendum must be held within a fixed timeframe (e.g. 120 days) 
  • No political delay or obstruction should be permitted

4. Binding Legal Effect

Referenda initiated by the people must carry the same legal force and effect as referenda initiated by Government or the Oireachtas.

Local Democracy — Holding TDs Accountable

Reclaim Ireland believes democracy must exist not just at national level, but within every constituency.

Elections alone are not enough. Representatives must remain accountable between elections.

Right to Petition Your TD

Constituents should have the right to directly petition their elected representative.

  • A defined number of constituents (e.g. 1,000–5,000 depending on constituency size) 
  • Can formally raise an issue or demand action 
  • Require a public response from their TD

Public Response Requirement

Where a valid petition reaches the required threshold:

  • The TD must issue a clear and formal public response 
  • Responses should be published and permanently accessible 

Constituency Petition Pages

Each TD should have a public-facing page showing:

  • Active petitions 
  • Signature counts 
  • Issue summaries 
  • Deadlines for response 
  • The TD’s official position 

This creates transparency and allows voters to clearly see how their representative responds to local concerns.

Direct Accountability

Elected representatives must answer first to the people who elected them — not party structures, lobby groups, or distant institutions.

This system ensures:

  • Continuous democratic engagement 
  • Greater transparency 
  • Stronger local representation
